Laying the Groundwork for an ERP Transformation

A 'Phase Zero' readiness program aligned governance, stakeholders, and risks before implementation began.

THE CHALLENGE

A local government was modernizing outdated, disconnected finance, HR, and payroll systems through a multi-year ERP program. It had a dedicated project team and implementation partners, but disparate systems, inconsistent data, manual workflows, and limited readiness for change meant the program needed experienced leadership and governance before implementation started.

OUR APPROACH

RedCloud recommended and led a Phase Zero readiness effort instead of moving straight into implementation. We assessed current systems, processes, and organizational structure, set up the governance framework (executive steering, decision protocols, reporting, risk and issue management, and a decision calendar), and aligned expectations with the systems integrator. Workshops, interviews, roadshows, and coaching built buy-in and gave the internal team ownership. A roadmap, early risk mitigation, and a change management plan with training and communications completed the groundwork.

RESULTS

■  Completed on schedule and met its objectives

■  Clear roles, decision processes, and aligned stakeholder expectations going into implementation

■  Early visibility into the future solution let departments plan for change

■  A stronger internal project team with more ownership and confidence

■  A governance and execution framework to guide a two-to-three-year transformation
